Russia's Transneft accused Kazakhstan colleagues of dumping

Russia's Transneft hails the decision of Kazakhstan-Chinese pipeline to lower the transit rate for Russian oil supplied to China as dumping, Vedomosti writes. However, there is no information of any certain deals between Russian and Chinese companies on oil supplies. The magazine reminded that in the beginning of the year TNK-VR oil company tried to secure an agreement on supplies of 100 thousand tons of oil to China. The talks were suspended because of an argument between Moscow and Astana on duty-free transit at the territory of the Customs Union. On August 17 it was announced that Atasy-Alashankou oil pipeline is lowering the rates for pumping down to $11.3 per ton per 1,000km. Currently the pipeline is not fully loaded and its capacity has been 10 million tons out of the total 12 million since 2011. The free space was offered to Russia's oil companies. In the middle of the 2000s TNK-VR and Gazprom-Neft supplied oil to China via the same pipeline. However, in 2009 Beijing terminated these contracts. Now Russia supplies oil to China via the first line of Eastern Siberia-Pacific Ocean pipeline by two routes: by pipe to Skovorodino and by railroad to Kozmino port. The capacity of each direction is 15 million tons of oil per year. However, according to the magazine, the route Atasu-Alashankou is 5 times cheaper.
